Roaming dogs, owners not caring for them

The dog that lives at this house (2974) is frequently outside by itself wandering the neighborhood for hours at a time before anyone from the house notices that it is outside

It has no collar or identification, and is never on a leash or tether Even when the people are out with it, I have never seen them use a leash The dog roams around all of the yards and barks at homeowners in their own yards o

Feral cats need population control around the Lofts at Empire Yard. One cat was crushed to death from sleeping under a car.

There’s a white Great Dane with black spots that lives at that residence, the dog appears to be very malnourished. As I got closer to the dog, I saw the dog’s spine and tail bone very well.

No fence, this dog constantly comes into my yard and constantly barks at 2am, 5am, 6 am and throughout the day.

This poor dog is always tied up. It appears some days it might get short leashed because it gets wrapped around a tree. It has a dog house but it appears it may not be able to always access it due to the short lead. It has been left out in below freezing weather. It also appears it may not always have access to water. I have never seen anyone attending to the dog.
