Description

"Painting" and "repair" work is being performed by a non-licensed entity, Eagle Home Improvement Services, Inc., at The Essex Condos.

This work is being done poorly, all rotten wood allegedly being replaced, when in fact, most of the rotten wood is just being painted over. The wood that is being replaced is not being replaced properly. No flashing, or water preventitive measures are being performed. Old paint is not being scraped off, primer is not being applied.

This "work" is being charged to the HOA at over $110,000. Per NC General Statute 87-14, all projects costing $30,000 or more require a licensed general contractor and a permit. There is no building permit. Eagle Home Improvement is not a licensed entity, in fact, according to the Secretary of State website, they are on revenue suspention as of May 14, 2013.

The property manager, and the HOA board are aware that a permit is required. They had stated in a letter to all homeowners last November that a permit would be obtained by the contractor.
