the owner tried to put up vinyl siding years back with no permit and the city told them to stop because it was not approved by the historical committee. this is the owners way of getting the city back. we all suffer, especially the homeowner. Most cities would fine this person, I do not know if this has happened.

The blighted property on Quinnipiac Avenue has been discussed at mamagement meetings for ten years now, as well as 84 Cifton St, about 20 yrs. LCI. does not work, this should be a money maker for New Haven, fine the owners, not the city cleaning up after slob landlord's and rich owners who don't care about our neigborhood. This is why I have stopped going to mangement meetings, because these poor cops and city workers have to listen to the same crap every month, The system breaks down, once the letter is sent to the owner it has got to be followed through. I have sent fake letters to blighted area's and they cleaned up and removed car's and debris. I, Cecilia Proto have no problem using my real name to report any issue's in my neighborhood to Vinnie Anastasio, our district manager. Take note, he has his area, which goes from Lighthouse Park, all the way to the North Haven Line. Thats all the housing projects, which should have off duty cops being hired, for each one. such as Bella Vista, which is Senior citizen nightmare. Drugs, domestic violence, mental illness, robberies and on and on. People need to get a relationship with their officer's in their area.

Concerning the issue's of blight on quinnipiac ave and Cifton street. I would like to explain after working with LCI for many years and with Linda Davis and andy Rizzo, they have never disappointed me in my complaints I have made, they were always right on it. The problem is not with the department at LCI, its what happens after the letters and everything is sent out. the system of fining the property owners goes through the courts. This is where the problems start, in no means did I mean to say LCI dosen't do their Job, they have always gone above and beyond their duty for my concerns. So sorry if I offended anyone on this poor choice of wording. Cecilia proto Also LCI,has the same amount of coverage as the police in area.

dont feel bad about stating the truth Cecilia, the truth is not much gets done by this city which I would have no problem with if I didnt pay one of the highest tax rates in the country. If you turn a neighborhood into a historic district you have to enforce the rules, if you dont its basically a JOKE. It goes the same with basic street level crimes, if you dont enforce the laws its basically a JOKE.

I hear you Lexington Ave. What is worse blight or a historic halfway house?

This house has looked like that the almost 40 years I have been in the neighborhood. An elderly lady lives there and to fix it up would make the value and taxes go up. I do not know the answer but if there are safety issue going on, that can be reported.

LCI has contacted the owner.

We are going to try to help him obtain financing to he can repair the house.

I come to the point where I am seriously putting up the For Sale sign on my house. This city is a dirty filthy,crime ridden, out of control pig pen.. We need a strong leader and we have a has been who has been dead for years. All his pals who he gave joobs to and all the companies he hires are for his own worth, not ours.
I have been to hundreds of meetings and maybe once or twice something was done. For ten years I have listened to horrendous noise from 80 Clifton, its a hangout for drug dealers, illegal ATV"S, and stolen dirt bikes. They start about noon and continue to pull strips,wheelies, gun car engines, I had enough of these freakin punks.
At least the police can torture them everyday by checking all the plates and see if they are registered, sometimes there is ten cars parked in the path on the cars. I have seen the police drive right around this disaster and keep going. They have been arrested so many times its ridiculous. so whats the answer. cecilia proto

Our neighborhood could be so nice - it's got so much going for it, which is why I bought here in the Heights a few years ago. Boy, do I feel like I made a mistake. I can't even go for a walk in my own neighborhood, because I am afraid of getting run down by a speeding car or out of control atv or dirtbike on the street, or getting mugged. Many of the sidewalks, if they even exist, are overgrown by weeds this time of year, too.
I, too, have stopped going to community mtgs; it's just too depressing. I was really gung-ho for a while, now I am just starting to plot my move out of here, honestly.
Those kids on Clifton are a nightmare. Why are they not evicted? The police and local gov't don't seem to find our neighborhood to be a targeted problem one - well, it's going to become worse if they keep ignoring our issues. They'd rather put a band-aid on it later, rather than preventive medicine, it seems. At least we now have an active alderperson. I hope she can continue to get results for us.

It seems the owner is starting to do some work on the house again. Thank you to whoever spoke with them. And thank you to the owner for stepping up!! It is great to see positive change in the neighborhood.
