While walking around this morning, I noticed this as well. I took the time to stop and tip it upright onto the grass out of pedestrians way. The city will still need to repair the footings, but at least it's off the sidewalk. I was inspired this morning by a couple I saw on their morning walk downtown carrying a plastic shopping bag each and picking up trash while getting their exercise.
