This pole is right on the Northwest corner of Acacia and Sunset. There is a home on the property and it's across from another home next to the Baptist church parking lot. The photo I took is looking towards Benicia Road, standing on Sunset.
Thank you for the details. The broken wires also appear in the Google Maps image of the location from March 2015. I will contact PG&E to try to determine which utility this wire belongs to and will update this post on what I find.

We have received your report of a disconnected wire and have scheduled a field representative to investigate the situation (refer to Field Order # 0004128379). We must have complete access to the pole and, if there are any dogs or locked gates which may prevent us from completing our investigation, please reply to this email.
You should also be aware that the electricity may be shut off if a hazardous condition is suspected at the location.
