This light presents as a dead light when at the mall attempting to make a turn onto 70W. It will go through three cycles before providing the opportunity to go straight through or make a left turn. Based on the laws around dead lights this is posing a safety hazard as drivers are now within their right to ignore the traffic control device and proceed with caution and trek across six lanes of traffic.
