I knew you would disagree, you like most people, refuse to accept tons of research and proof from expert.
This extensively tested and proven fact is that people don't speed based on the speed limit. They don't say "gee that speed limit is 35 so I'm going to go 45" What they 85% do is travel at a speed the road allows, based on it's traffic, curves, blind spots, over all conditions, and pedestrians. Pedestrians should be on the sidewalks when they are present and when there isn't we shouldn't be clamering for lower speed limits because that won't prevent their death, we should be advocating for sidewalks with curbs. Futhermore, pedestrians are more often found to be the cause of the accident than the drivers. You can read all about this via searching http://www.nhtsa.gov/. They have been raising speed limits to meet the 80% percentile for years and as a result we have lower accident rates and NUMBERS since 1951!
