You can have a good city, a good ward but it really does depend on good government, on good representation. Ward4 doesn't have it, and hasn't had it and probably a whole bunch of people think they don't even deserve it: not so.
Ward4 needs some really outstanding leadership and representation.

How do you personally know they have warrants against them? I highly doubt they do otherwise KPD would have been there by now. Trust me, if there was a warrant, they would have been picked up the day it was issued. This should be locked and closed.

the person in charge of warrants at kpd has been out sick for the past 3 days. he was in last night and was working diligently on the new stack of warrants. as far as the specific one mentioned here: i am only at liberty to say that there is an active warrant for a person in that area. that warrant i believe is for harassment (a simple violation). now even though getting a speeding ticket is worse than this charge, a warrant is still a warrant. now, keep in mind that the resources of manpower at kpd have been stretched very thin this past week. kpd has been dealing with the new years eve shooting, several storms which require officers assisting dpw, and searching for the missing person, zachary green. this only leaves a few officers to handle calls for service and not much time for executing warrants. however, i will tell you that recent stats show that warrant arrests this past year have risen about 20% from the previous year. kpd is making strides in keeping the public safe. and, unfortunately, the pd needs to focus on apprehending people with more serious charges first. kpd, doing more with less, is going to prioritize it's manpower. it might take a bit longer than one would like, but it's like any other investigation, and patience is key. warrants are not forgotten ... believe me. kpd certainly is not going to discourage anybody to call with information on a warrant or for any crime, for that matter. kpd encourages all to please come forward with any credible information. sometimes it's that one "little" tip that apprehends an individual(s)and closes a case and prevents more crime from occurring. please feel to call kpd anytime. i hope this answers some questions.

Yeah, we do get testy. I find that going anonymous sort of gives a bit more license to being "testy"... Although one can contribute nicely, thoughtfully, and still contribute anonymously.

I know from personal experience about the 2 people who have the warrants for them, I made one of the complaints and my landlord made the other, we were advised on Thursday that a warrant will be issued for both of them due to the multiple threats to me, the landlord and the process server. So, yes I know that this is true. i am wondering what takes so long . We have to live in this condition of constant harassment to me and my children since I have to live in the same building as them. I am freightened of the male tenants behavior since he told the police he does not take his meds for his schizophrenia anymore. His behavior is erratic and mean at times. he has thrown a garbage can full of garbage towards my car since he could not open a gate that the landlord locked due to the traffic into the rear of the apt. Why my car, I can not explain, as I can not explain his irrational behavior and calling the police to tell them he see's craters in-front of the house that are going to swallow him. They said being crazy is not a crime until he hurts himself or others. The police have been to the apt 17 times since Oct. Is this something that we should be forced to live with? I have children and I am afraid for them when we try to leave the house and walk past his apt to get out the front door.

Our officials have names. When we reach out to these services, we have not just contacted "the police" we have contacted a person representing the police. If it goes no further than than a clerk, well, that clerk has a name and that's where the buck got stopped. When it has been passed up the line, again, there is a person, and that's where the responsibility resides.
Individuals in service certainly deserve our thanks when the job is done well, and they can be thanked by name. That's where the buck stopped.
A call from the police explaining the problem would certainly be in order.

Thanks Gerald, you always give great advise. I also spoke ot Robert Gillion from Ward 6 who is a friend, he also told me to follow up with KPD. I will on Monday since I am not sure if there is anyone in the offices on the Weekend. A previous writer has said that "shirley whitlock is your alderwoman....." it seems to be quite obvious that there is way more to this story than what was originally written. i think that the police would be more helpful IF the entire truth would come out. WHY is it that this person is harassing you? what provoked all of this? and why is it that you think that it's the police departments responsibility to make sure someone is taking their meds? are you the only person that this person is harassing? there's more to this story than what you posted. im not saying that you are wrong ... im not saying that you are not being harassed ... im simply saying that the WHOLE truth has not been layed out here. and if you are in such FEAR for you and your children, why not stay elsewhere for the time being. and, do you honestly think that this person being arrested is going to make things better??? no!!! in fact .. it's probably going to make matters worse!!! it sounds like this person needs more help than what the police can offer. i would highly recommend contacting 1) uc mental health services 2) uc dss 3) uc adult services. this is what your neighbor needs .... arresting him is not going to be the answer .... it's going to be band aid to a continued problem. because you signed a harassment complaint, do you honestly think that a judge is going to lock this guy up and throw away the key for 100 years? i understand the frustration but there are better ways of handling this situation. i hope that you follow my recommendations. before you know it, kpd is going to get called to fix plumbing and electricity!!!

as far as the warrant is concerned: your response was answered and i can see why. chief keller and his staff are dwindling in numbers while the call volume is the same. kudos to keller for working with what he has. im sure that you'll see this person in custody within a week. just be patient.

this is true, n/n. but consider the fact that the legal system has been so bogged down by bogus complaints that its not even funny. i think that it would be an interesting stat to post the amount of 'harassment' complaints that have been signed over the past three years. my guess is that its on a rise. why? because people are abusing the system. just like with welfare fraud and other crimes, people call the police because 'this one is harassing me!!' give me a break!! if people in this community could only become friendlier towards each other ... if they could only work together towards each other ... if they could only be more forgiving towards each other .... then this thread, and many others like it, would be extinct. people really need to grow up and to take responsibility for their own actions. they don't. why? because it's much easier to blame somebody else than to admit that they are wrong. they would much rather call the police to resolve their very petty differences. it's so sad to listen to on the scanner!

I agree with buford, arresting this character (if their demeanor is that as described) would only result in him being admitted to some sort of mental health agency. It isn't like they are going to lock him up totally, unless there is more to it than him having psychotic problems.

Are you kidding Buford??? Seriously, I can not stay anywhere else since I am on Social Security and this has been my apt for over a year and a half. The tenants have been evicted since Nov and they will not move, they have received 3 notices to move, have dragged my landlord to multiple court appearances and still they will not go, they have another court date on Monday and that is the day they were told for the final time to move. They have not payed the rent since Nov. and I have called the police multiple times due to the loud music at 1 to 5 am. The police said they can here the music when they pull up in there cruisers, but I have to go and live somewhere else temporarily.. I do not think so.. They smoke pot and party all night and do not pay the rent and I have to put up with this. My landlord has gone above and beyond being accommodating to me and has been here at 2 am to talk to the tenants and beg them to stop the music, but I have to go else where? I believe arresting these people will give them a wake up call, they yell through there door at the police and tell them to go F themselves and the police tell them to turn down the music and leave. Where are they too busy to help?He has admitted he has Schizophrenia, that he is off of his meds, he stands on the porch with only his pants on and yells that people are trying to hurt him. last week the music was so loud the police showed up and the tenant had all of the windows open and a CD skipping, the officer went through the open window and found the male tenant down in the basement, naked. He said he was too hot and he wanted to cool down. He had the heat on 90.. The police told him to get dressed, told him to keep the music off and to turn down the heat, the officers were sweating,, but I have to move.. He needs to be hospitalized. I worked for Benedictine for 5 years and some of the time was in the psych ward, he is a classic Schizophrenic. But he is not asked to go to the hospital.. I am tired of being scared, I have to go past his apt to enter or exit my apt because it is the only way out. He comes out of the apt. and stares or spits on the carpet. Where is my protection? I am about to ask for a restraining order so he will not be allowed to come back and I can live in peace...

I will only be commenting about the results of there arrest and eviction when it happens. I will also keep this post updated after i go to court about the threats made against me and my family. Until then I will not be answering anyone's posts. I am at a loss of words about the things being said on here. And I will not call the police to fix my electric or plumbing problems, I will call the appropriate Professionals for that.. Since I am a responsible citizen who has lived in Kingston for almost 20 years.. This issue certainly does not seem to be "resolved".

There is a serious social and civil issue involved here and an possible indictment of a justice system that is failing to maintain order.

This person named DI keeps closing this site and I will not go quietly, if it continues to be closed I will just make a new one. @ more people have said they want this issue to remain open and I will do my best to keep it open. As a nurse I've been taught to help everyone, regardless of how they treat me. Bash me all you want, I will still help you. That is called compassion for the human race. But, beware, not everyone has compassion, as we can tell, compassion is not integrated in every education.

I am so upset with the attitudes on Click Fix every time I have posted or have an opinion. Calling the police has been my last option, I have tried to talk, reason, befriend, offer cookies or a cake as a good will gesture to be turned down and called a @#$% and a fat @#$%. I offered most of these things the first month they were here (OCT). to be told to go away. I have had no alternative. There behavior is getting worse not better and my landlord is afraid to come over with out her husband. They have gone to Mediation up on Broadway to no avail. There RUPCO rep, has tried to talk to them to no avail. So what else can I do? Move.. I do not think so. I may live on one of the less than desirable streets. ( Vandeusen) but I have the right to live in harmony and peace in my own apt that I pay a lot of money for. The tenants are obviously not good people or respectful of others. they have multiple aliases, as the police have them each with 4 different last names. but I have to move. I do not think so, they need to go back to NYC and leave Kingston alone.

Sorry about some of the attitudes you run into, that is bound to happen.
Most people are interested in understanding the problem and would like to see it solved effectively.
I see RUPCO is involved, your landlord wife is fearful, and mediation has not worked, but back to the case about having a warrant served: has that not been done?
And of course, it is hard to judge the case from the notes except to note that there are bad feelings, nasty language, loud noise... all of which may be legal. And that is unfortunate.
I would suggest you be a member of Neighborhood Watch and encourage your like minded neighbors to join: it that there is a feeling of support, shared experience and connection to other people who want to be good neighbors.

It doesn't take much to be a good neighbor at least most of the time:
1) keep a neat appearance, neat and clean yard and sidewalk
2) keep sounds inside your house, be considerate of neighbors when outside
3) know your neighbors and greet them when you see them. Exchange kindnesses.
4) lend a helping hand when someone falls behind

That's not gonna happen all the time. There will be a party, leaves on the lawn, late to get the snow off, occasional disagreements that might spill out... that happens. Personally I can't make that list 100% of the time, for sure.

But people in Neighborhood Watch at least know what it is to be a good neighbor, what they are supposed to try to achieve.

Thank You Kingston Watch, the tenants have been arrested, it happened yesterday after noon. The police were here at ! Am on Thursday but they were not taken into custody since they showed ID that was different that on the warrant but it was changed by Lt. Gaston who reissued the warrant. Thank you Lt. for all of your co-operation on this matter, he has been great. The tenants were there at the station for less than hr and were given a ride home by KPD. But over all I am satisfied this has come about. They have to re appear in front of a judge next month but they informed City court today on there eviction they are moving far away and will not entertain the court anymore and will not appear since the court is prejudice against black people. Judge Phillips said they can do as they wish but a warrant will be issued when they do not appear. So we shall see what happens. They have to be out the first week in Feb even though they have been given 3 eviction notices by the court. I will keep this updated as things progress.

A respected member of the community, family man, working class (as opposed to hugely wealthy, investment/professional) writes a public letter to named officials in the city.
He knows these people, they know him.
He puts the whole thing out there, and asks politely of all these people, is there something you can do?
It might seem simple when it gets broken down to the components, but that's deceptive: it takes involvement, lots of preparation, the development of trust and credibility and then and very well written, timely, polite and politic public request to the right people... no "anonymous", every body has names.

UPDATE.. I have received an Order Of Protection from a city court judge in this matter. It is a No Harassment 2nd degree and no physical contact order. I am very happy about this. The judge actually listened to my complaints and those of my landlord. The male tenants behavior in court was outrageous and disturbing. They have to be out by the end of the month. I do feel bad when someone is forced from there home but not when it comes at the expense of my families welfare. They habitually move from apt. to apt and do not pay rent, then they move again. I do not understand this type of behavior, the court said they have done this 5 times in 7 years. I would like to see a web site that could post these types of people so landlords do not get suckered. The only one I see is the Sheriff's Office who posts if you have been served by them. Such a shame...

This is a site where the legal actions against tenants is recorded. It is public information, taken from the court records, and reports just that information.
The people who are being evicted must surely be on this list. If not, the landlord is free to have that information posted, or indeed, anyone else can inform the site owners of the case.
No competent person or broker agency renting property, can be ignorant about this information.

Since this info I am posting is a matter of public record, my neighbors are on E-court.. It is a website that posts when you have been served by the court, whether it is city court or higher. There names are Keith Campbell and Andrea Small.. They have many non-payments on there from multiple apartments. I go to court with them on Wed. and Friday. If they are not gone by Friday they will be removed by the Sheriff and there possessions removed to the curb. The landlord needs to reposes this apt. and a no-trespass order is being asked for by the landlord.They have had more than 3 months to move, 3 court visits and still insist they should live rent free. They can afford take-out 3-4 times a week but can not pay rent? These are habitual tenants who go from one apt to another and do not pay. No bank accounts and they change jobs more than I change under wear..LOL If you know of any landlord in Kingston please advise them to check E-courts before renting to anyone...

There are a couple of hundred names in the data base. And a warning to check for the use of aliases.
If one is doing any kind of renting, this is a must visit site. Good for the landlord, good for the neighbors.

Update: the tenants were given until Feb 4th to be out, they are still here and this is Feb.7th. The landlord has given a copy of the eviction order to the Sheriff's who still have not served them. This was given many days ago. Shame on you Ulster County Sheriff's. The landlord payed almost $ 200.00 for this service, if that is what you want to call it.. The landlord was told by the tenant they will be out by today and give in the keys tomorrow. BS.. that is all it is, they know they have 3 more days to stay because the Sheriff has not been here, nothing is packed and they are living there like they do not have a care in the world. They say they have no where to go. they are both in there 60's and they live like this.. They are habitual in there actions, going from one apt to another. My landlord is owed so much rent it is not funny, but she will not collect, no bank accounts, no jobs so no wages to go after. These people are disgusting to treat a great landlord as they have. She is one of the best I have ever had and I have lived here 20 years in Kingston. A good landlord is hard to find.. I hope they are gone today if not the Sheriff needs to do his job and serve them so they can be out in 3 days..

An eviction date has to be established with the Sheriffs office. On that date, the sheriff will appear, and will oversee the operation: all the property from the apartment must be removed, either by the tenant or by the landlord. What doesn't go in a truck goes on the curb.
That date must
The sheriff allows about 4 hours to do this, and it has to be completed in that time, so the landlord is advised to have enough support to get it done in case the tenant does not. In addition, DPW should be notified that there is an eviction schedules so that they can have a truck by to clear the curb debris quickly.
Again, there is data from the BAK site for landlords which is a data base of tenants who have had court actions against them: it is very poor business practice to rent a place out without checking this list in addition to whatever security, deportment and financial checks are made.
A good landlord manages their property and also secures good tenants for the property and the neighborhood.

I kind of agree. Enough with this, I personally think it's a bunch of junk that the Sheriff needs to be individually involved in any eviction process. They should be out handling serious civic matters, not yanking a 60 year old out of his apartment because his neighbors don't like him.

By law the sheriff needs to be involved: eviction is a very contentious process and the sheriff is present and must be present to see that the eviction is carried out swiftly, (4 hours, start to finish) without conflict and to completion. They need to see that if the tenant cannot remove their goods that the goods are nonetheless removed and not subject to unnecessary damage, and moreover, that the moving process by the tenants themselves to not wreck havoc and cause conflict.
Only when the eviction is completed property will the tenant be denied access, and locks change, and indeed, will the tenant actually be out: evictions do not happen on their own and require police supervision.
This is a country of law, and what we can and cannot due in such matters is completely covered by law to insure orderly and fair compliance.
Be certain: when an eviction takes place, the sheriffs attendance is vital to oversee the process and insure order.
From the nature of the posts, Buford, you demonstrate enough hostility on your own to merit that supervision, if not a request that seeclickfix identify you in an order of protection.
Nobody gets evicted because "people don't like them": the law governs that quite well and there must be cause: not paying the rent is one of them. If you abide by the terms of the lease you cannot be evicted.

I understand the law as it stands now requires the involvement of the sheriff, but I am saying I dispute the need for that to be in the law. I'm sure someone else can be trusted with this responsibility instead of the actual sheriff.

You understand this is an officer in the Sheriffs department. It is not the Sheriff himself...

Ah well that's what I meant. I thought the rule was being interpreted to mean Van Blarcum was actually sitting outside the soon-to-be vacated apartment. Excuse my ignorance.

To all of the judgmental readers who responded to my posts, I never gave false information. I also provided Lt. Gaston with all of there aliases. Only one name was on the warrant, not my fault and it was corrected with in hours and they were arrested. I have an order of protection against both tenants for threats to me and to my property, witnessed by neighbors and the landlord. They have not payed rent since Nov.1st. 850 dollars is due every month, and the landlord has not been payed.. I did not ask for the order of protection. judge Ball saw there outrageous behavior and there lack of respect, plus 3 reports have been filed. one from me, landlord and next door neighbor who is a respected cabinet maker and a great guy. The Sheriff's office was payed to do there job. The set date for eviction was Feb 4th, they have not served the eviction as of today .Why? The landlord called and was told they were too busy and they will be served.. Really When? The tenant says they will be out by tomorrow at 7 am. We shall see. So to those who say I am complaining, I will send the tenants to your house or your landlord and YOU can deal with the drug dealers all hours of the night, the drunks throwing up in the hall way. and the non payment of rent and harassment. I have given truth full info about these people. If you have a problem with my posts, read something else.. BUFORD ESPECIALLY..

first of all, yes, i have made some pretty harsh posts. i probably should have been a bit more courteous. but, unlike you, annonymous, i can recognize that. i can recognize something i did wrong and say, 'hey - i may have messed up. im sorry" i can also thank people who have been in this thread trying to assist you. there have been some fantastic and very informative posts. did you ever say "thank you" to the police, to citizen k, to mr. berke? NO .... you did NOT! and, i know you have a difficult time accepting blame for your own actions, but you DID give the police a wrong name. im not saying you did it deliberately, but the fact remains that is what you did. the police can only execute a name on a warrant. they can not execute a warrant that has "numerous" nicknames .... you will never a find a judge to sign that warrant. and who do you think it was that gave the police and court that name to be put on the warrant? YOU did!! the police or court did not just randomly come up with a name that they picked out of a hat ... you think?

and then you start a thread, bashing the police, bashing the sheriffs office ..... the very people you want to help you you're attempting to degrade? how would you feel if someone was bashing you left and right but they wanted your help .... or your services? would you be receptive to that person? would you REALLY want to help them?

again, your obvious lack of appreciation, i think, is a part of this as well. sometimes all it takes is a simple "thank you." nobody in this thread who has made it a point to try and help you have heard you say that yet. but since you won't, guess i will: i would to take this time to thank EVERYBODY who has attempted to help annonymous. i found some very informative and very helpful posts in here! citizen k: great job in your explanations. and mr. berke: thank you for the suggestions on where landlords can look up potential tenants. i have passed that information on to many i know who are landlords. that was awesome! and thanks to the alderman and all the other readers ... i hope that they, too, can learn from this.

and just like you, annonymous, i will probably continue to post in this thread until you stop posting and / or your issue gets resolved .... of which, by the way, i really DO hope that it does. but sometimes you need too think about not only what your doing but how you're doing it. have a nice day! :)

@ Adam: No problem, really. That's what the language says, that's what it sounded like. Still, whoever is there, one hopes that is all they have to do is sit, that their presence does the job. Otherwise, yeah, the police might have to be called, and the video cameras.
It's work to be a landlord, and it 's work to be a tenant, both having to live up to someone else's expectations, but it's quite lovely when they manage to do that

this issue is going to be closed by me. The tenants were removed by the Sheriff's office. There possessions were put out and they are not allowed to come back. I can say I am happy about this since they were such awful people to live by..

this issue has been resolved..
