I recall this car had a current license plate.... but appears it was switched, now has expired 2010 tags. I witnessed someone appearing to be shooting up in this car a few weeks ago.

This car has scratched out registration sticker. It is full of stinking garbage and is emitting a toxic smell which is a danger to people in the court especially kids and senior citizens.
