The audio recording of bird distress calls at Social Services building runs 24 hours a day - even though starling season is over and is also only a probem at dusk anyway. It is quite unpleasant - a real public nuisance. The deterrent is worth it during the months when the birds are here in order to control the mess they leave behind. However they have now moved on south for the winter. Can't the equipment be turned off until needed again next Summer? That constant squawk really needn't be the soundtrack for downtown. VCU Hospital and others have all turned theirs off weeks ago.
