This is not stuck. The beeping exists so that visually impaired people can locate the pedestrian signal. This particular signal is under contract at the moment. The signal crew will be inspecting it's functionality today. If the audible sound can be turned down, the signal crew will contact the contractor, but under ADA requirements, the audible level needs to be at a certain volume in order for someone to hear it from a certain distance.
