Independence Boulevard was constructed in accordance with the standards at the time which did not provide marked crosswalks across eight-lane facilities. This policy has changed and, as funds become available, crosswalks are retrofitted. To add a crosswalk at this location will require also adding pedestrian Walk/Don't Walk signals, as well as modifications to the traffic signal electronics and wiring. In addition, a pedestrian refuge will need to be constructed in the median of Independence Boulevard, and the existing lanes will have to be modified to accommodate this change, which significantly increases the cost of the project. A conceptual design will be put together and construction costs estimated for this project. It will be added to the backlog list and compete with similar projects for funding.
I hope this information is helpful. If you have any additional questions, please feel free to contact our Traffic Engineer, Mr. Robert Gey, at 385-4131 or rkgey@vbgov.com.

11/01/11 Does a "published" projects priority list exist ? If not, why not? This priority list should be avail. online so the "PUBLIC" can be an informed citizen and be aware of what's being "FUNDED", the amount of funding and the planned start dates for projects. This intersection has two fast food restaurants, a big box store and an apartment complex. East down Bonney Rd are additional apartments and condo's. On weekends and during summer a large number of teenage skateboarders use this intersection while on the way to and from Mt. Trashmore Skateboard Park. These teenagers skateboard in the intersection and on the roadway of SOUTH INDEPENDENCE BLVD. This intersection is a major public safety issue for teenagers that do not always use good judgement. At this time, there is not a list of safety projects available on the City's web site. Publishing this list is, however, being considered with future departmental website enhancements. However, staff would be happy to provide a copy on request. You can contact Ms. Heather Ham, Transportation Program Manager, Department of Public Works, hmham@vbgov.com or 757-385-4131.
