Please think hard before filing a complaint about an "abandoned" vehicle. Often reported vehicles are not actually abandoned, but actually have people sheltering in them.
Is this van actually causing any real problem, or just a minor annoyance? If you really need it moved, ask yourself what if it were you or a friend or family member of yours parked there longer than usual for whatever reason? How would you want the situation handled for you or them?
The vehicle could belong to a person who's already just holding it together. Getting hit with a parking ticket or worse an expensive tow could be the thing that pushes them over the edge.

What's "livable" is pretty subjective, Colette. Just because you or I might not want to live in a particular space doesn't necessarily mean no one else would consider living there. In this case the vehicle DOESN'T look abandoned.
When you file an official complaint against someone, that report becomes a public document on which other members of the public may comment.
You can call my comment "micro manag(ing)", but I don't see it that way. The term "micromanaging" implies that I have some kind of managerial authority over you or what you submit, which I do not. Nor am I trying to edit or tweak your complaint – rather, my comment is suggesting that you would have done better not to file it at all.
If you have a problem with a vehicle's owners, or with "the people who are in and out of that house on the corner" or whatever, I'm suggesting that politely expressing your concerns to them directly is a better and more neighborly approach than trying to sic government on them.
Involving government essentially means trying to threaten people with violence, and threatening people with violence does not contribute to building a harmonious community in which people get along with each other.
