Suzanne, I don't work for the City but the City prioritizes sidewalk improvements so there is already a list that the transportation department has in terms of what sidewalks gets put in next around the city.
SeeClickFix is really great for quick fixes, like a pothole or a new sign/trash can but a new sidewalk requires engineering and construction and is a longer term project than the people who keep an eye on SeeClickFix can directly involve themselves with.
I recommend that you get in touch with the Transportation Department (I'm guessing transportation planning specifically) who oversee sidewalk construction projects - 919-996-2155 - Eric Lamb is the transportation planner for the city and his email is eric.lamb@raleighnc.gov (919-996-2161)
There is a Bicycle & Pedestrian committee that meets at 6 PM, the 3rd Monday of each month and you can present a request there for your sidewalk - https://www.raleighnc.gov/government/content/BoardsCommissions/Articles/BicyclePedestrianAdvisoryCommission.html
