Go ahead, sue the city in Federal Court. If the sidewalk is blocked by city equipment that was intentionally put in the way, then they need a wake up call. There are a lot of sidewalks that need repair, and the city will not spend the money repairing them. My mom is handicapped and I understand fully.
Also you may want to consider the fact that the street is residential and you can use the street to go around the obstacle. That is legal. If there is no sidewalk, a pedestrian can use the street. And for that short distance, there is no sidewalk. May not be that safe, but I have seen many times people walking in the street where there is no sidewalk. And that is what you have effectively here.

By the way, it was today on Fairview near Wilson Elementary and Dunlavy that 2 ladies were walking on the street, had to slow down, wait for an oncoming car to pass, all because that stretch had no sidewalk. From the photo you can take your wheelchair down the driveway, go along the street, and up the next driveway.
And you should not get ticketed.
