Are they allowed in this city??

Almost every night, I hear this ice cream truck coming down my street at 8 pm, with its music playing, and stops at a house where no children live. Even if kids were there, who buys ice cream at 8 pm? In early spring?

Is any activity claiming to be a business not allowed in Vallejo? Good or bad, needed or wanted, the suits at city hall welcome them all!
