  The trash continues to pile up (literally) as more is hauled over from Seig's, the landlord, Pearl Street home and properties. Our city codes are meant to protect his tenants and neighbors and to provide enforcement without danger of retribution by the landlord. Responsible landlords respect the tenant and neighborhood rights to live without fire hazards, junk cars and trash accumulations (rats, raccoons, oil seeping on bare ground). Does the city need more muscle in the code enforcement. Is the city willing to accept the liability when no code enforcement results in fire?

  What does it take to get the city to pay attention to this blight? Behind the collapsing junk filled hazardous garage are large drums that make noise when the temperature changes, dry weeds and car parts.

  Please keep this open... landlord Sieg typically will just wait out the city until city staff changes and no more action is pushed. Attached is a photo from a couple days ago showing the current state. We, the neighbors, are also frightened by the smells of petroleum and piles of trash inside the collapsing barn. His new addition is bringing trash from his Pearl Street resident and piling it up on the curb hoping garbage men will pick it up. Going on three weeks with no removal.

  Please leave this open, nothing at all has changed since the last photo posted a month ago. The hoarder landlord Sieg brought over 2 green bins from his Pearl Street residence trying to create the allusion that is working on the problem. Green bins will not hold the huge dead tree, the oil drums, car parts dripping oil into the soil, the collapsing barn, dismantled vehicles. The city should condemn the building and hire trash haulers to clear this place out. Please keep at this guy before he destroys the neighborhood in a fire or illnesses caused by carcinogens in the soil. This is why city codes exist to protect the citizens.

  Does the city have a hoarding task force to address this issue? Has a notice of violation been issued by the fire code inspector? Has the public works fellow who handles stormwater runoff/contamination/dumping chemicals into the sewer been contacted to prevent further contamination of the neighborhood and bay (when the rain washes the gas and oil into the storm drain to the bay)? Alameda, please post the answers to these questions, as other citizens want to know why these hazards have not been removed.

  This collapsing building with dismantled vehicles, oil drums, debris, fire and health hazard remains. The city must enforce the codes that protect Alameda against hoarders and irresponsible landlords. We will have a catastrophic tragedy in the neighborhood from this property if the landlord isn't forced to comply. Everyday this mess threatens our health and safety.

  Please keep open until this Alameda fire and horrible health hazard has been cleared up. The only change has been the Landlord (who lives just a couple blocks away on Pearl) has sprayed Roundup throughout the back area to kill weeds (endangering his tenants and neighbors doesn't concern him anyway). Time for the city to enforce the codes!

  Jim, Roundup is a safe herbicide if used per safety instructions. You are not drinking it are you? Please don't cry wolf over everything that your neighbor does. Stick to the issues that are actual health hazards.

  Martha, I see your point about Roundup although there seems to be contradictory studies on it. I'm probably more sensitive to herbicides having lived through Agent Orange, some of my buddies have not fared as well. I don't want the original health and safety complaint to be pivoted into "cry wolf" discussion. Everything I've posted, I've said face-to-face to the Landlord (by the way, I don't consider him to be a neighbor since he does not live in the duplex but is responsible for the mess/barn in the rear). Maybe I'm wrong, but I personally would want someone in the neighborhood that will speak up and take action. The photos speak for themselves. I would love to see active support and actionable suggestions. Thanks for your comment.

  One needn't drink it to be harmed. It has always been known that RoundUp should not be used carelessly. The whole point of this SeeClickFix report is that the landlord is acting carelessly, endangering his tenants and their neighbors. Jim has a valid concern here. It is unlikely that a generally careless landlord will follow the proper safety instructions regarding Roundup, and the failure to do so is a danger to his tenants, even without the new info that Roundup is much more dangerous than previously thought.

  Jim: Leaking oil is a clean water violation. It runs into the bay. It is also a criminal offense to dump oil on the ground. Public works has a clean water worker who will take care of this immediately. His name is Marc Bautista. You should contact him. Here is his info:

  Jim--Also, this is a code enforcement issue, in addition to being a fire code enforcement issue. I have never had any luck at all getting code enforcement to help anybody, so I suggest you email the city manager, and then the city council, asking for code enforcement to address this blight. Alameda only has one fire code enforcement officer for the entire city's residential buildings, and he is busy addressing the fact that my apartment building may burn to the ground with all the disabled tenants in it. Your issue is primarily a code enforcement issue: blight, hoarding, etc. To get code enforcement to act you must go to the city manager and city council.

  Thank you both for your suggestions and I will follow-up on them. I had not heard about the Clean Water Program and will see if the oil and gas seepage and pollution will be addressed by them.

  About a year and half ago, a case was opened with code enforcement which actually started with another neighbor calling the police on the property. He was cited and then nothing. Rather than repeat all that was done, see the following "See Click Fix" item that was archived (but not resolved) https://seeclickfix.com/issues/2454405 .

  Jim- I feel for you. I emailed Marc Bautista attaching you seeclickfix asking him to address to petroleum products runoff. There are some times you can call 911 to stop the runoff. This may be one of those times. It is raining. Any oil, gas, petroleum, or any other crap dumped on that property will wash into the storm drain. I called 911 when Big Pro/Big ) on Park St washed a small amount of oil contaminated water into the storm drain, and Alameda Fire Fighters responded within 90 seconds to stop the oil water washing into the storm drain, and police respond within 4 minutes. If any tiny amount of oil, gas, garbage, small pieces of crap, anything, are washing from this property and possibly reaching the storm drain, call 911. The fire dept will come and place berms, etc., to stop the bay contamination, and the police may issue a citation.

  Jim-If you know that the owner's residence on Pearl St. is also hoarded, perhaps you should also report that on SeeClickFix. If he is bringing junk from that property to this, you have to have both cleaned up for the Versailles property to stay cleaned up.

  You can make a public records request (to the City Manager) on SeeClickFix for all the notices of code violation and all follow up letters, emails, notes of telephone conversations with the owner, all records relating to complaints to any Alameda Dept about the address, and all records relating to Alameda's response to those complaints, and the reasons for their decision not to enforce Alameda's municipal codes to protect the health and safety of the residents of and neighbors to this property.
  This is basically a record of the city completely failing, so requesting it may get the city moving. It may also just get them mad, and cause them to withhold the records.

The landlord (lives just two blocks away on Pearl) was given a second notice directing him to remove the hazards and dead tree by Dec 18, 2017. The attached photo was taken last week on Jan 8, 2018 which demonstrates no compliance or code enforcement. The landlord filled a couple green bins and hid car parts along the barn. Nothing gets done and there is no penalty for doing nothing.

  Reinspected the property yesterday and there has been progress with clearing of the yard. I am working with the son of the property owner who seems to want the yard to be compliant with the code.

  Inoperable vehicles are a police department issue, so you might get better results in reporting that to them than I.

  This city needs a property maintenance code.

  Why am I not surprised that our worthless and corrupt city government still hasn't addressed this issue literally 2 years... TWO YEARS after this was reported on seeclickfix. If anyone still has any doubts that our city government is an absolute uninterrupted swamp of pure corruption and evil, here you have it. And this is by far not an isolated incident by ANY measure. This is such a common issue and is so widespread that I could write an entire novel about it. I can't even keep track of how many dozens... no HUNDREDS of issues I've seen reported on this site and gone ignored for years... YEARS.

  the saddest part is that this just one of myriad blighted properties in alameda. if i had a penny for every property like this Ive seen around this island, i'd put Warren Buffett to shame.

  It was already evident enough to me that code enforcement is pretty much nonexistent in Alameda after repeatedly observing the same blighted properties remain blighted for years, with absolutely no signs of improvement and in fact getting even worse.

  this whole island is screwed because of our worthless government. enough is enough. drain the swamp!
