Back to the subject at hand: I stopped by The Van They Cannot Move and noticed tags on the plate with an expiration date of 07-2014. So either it moves or it will sit there another entire year.

(a)
Required; scope.
Any individual, organization, corporation, association, society, fraternity, club, order or group of whatever kind desiring the use of the public parks owned or controlled by the City as the location for a rally, demonstration, march, public speech, public meeting or other similar activity shall make written request therefor not less than seventy-two (72) hours prior to the date of the intended use. This section shall apply only to assemblages where the expected attendance will be more than one hundred (100) people. No such assemblage may be held except during daylight hours.
(b)
Distribution of food prohibited.
No individuals or group shall serve or distribute meals or food of any kind in or on any City park or greenway unless such distribution is pursuant to a permit issued by the Parks, Recreation and Greenway Director.
(c)
Application; information.
The application shall be submitted to the Chief of Police and shall state the name of the individual or organization and the name and address of its principal officers and of its directors or other governing body and shall also contain such other pertinent information as may be required by the Chief of Police in order to clearly identify the organization submitting the request and the individuals principally engaged in the conduct of its affairs. The request shall state the use to which the public property shall be put and the date and hour for which the use is requested and the expected duration of such use.
(d)
Determination by Police Chief.
If the Chief of Police shall conclude that the requested use will not hinder or impede any regularly established use of the parks and will not adversely affect their care, protection or maintenance or create a nuisance by such use, the Chief of Police shall grant permission for such use. If the Chief of Police shall determine otherwise, the request shall be denied.

And just FTR, she does, in fact, pay. I know because I've asked. Because I've befriended her.
To you she's just some lady, but to others she's a mother, a sister, a grandmother, a friend. And she, if nothing else, is a fellow human being. So I implore you to stop referring to her as "she" or "her" or "that lady" and think of her as someone you might know. Hell, think of her as someone you might be one day, should your fortunes change. And try, if you can, to have a little compassion.
But if you can't manage compassion, at least try to manage some facts.

Pam - I find it interesting that you can't even bring yourself to address Betty directly even when it's from the comfort of your own computer screen. She was brave enough to come on here and stand up for herself despite the majority of commenters talking about her as if she IS the "trash" at the park. It's obvious that you can't even acknowledge her as a fellow human being.
If you think that living in your van in the center of town where there is free wifi is a great set up, by all means, go ahead and buy a van and join her. Shoot -- buy ten vans and see if you can rent them out! See how many people line up to get in on that sweet deal. Until that time -- mind your own business or offer her a place to live that is furnished, on the first floor, and only costs $180/month including rent and utilities.
Betty - I think you're incredibly brave to confront the people who view your van as an "eyesore" and therefore want you to move. I trust that you pay the meter like clockwork because, if you didn't, that would give the police reason enough to have you move your van and I know you don't want to give them any excuses. I'm sorry that some citizens in Raleigh have taken it upon themselves to find problems that they think can be easily fixed by just telling people to go away (like the persistent presence of homeless people in Moore Square or your van).
I would love to hear suggestions from Betty and others on this thread about what you think we as a community can do to stem the problem of homelessness in our city. How can we help those who are struggling? How can we end the problem of *people having nowhere to live* -- not the problem of "I don't want to see certain things or people when I walk around downtown" because you don't have a *right* to have people disappear just because you don't want to see them. If you don't want to see homeless people downtown, or a van parked in the same place everyday, then work to lift those people out of the not-great situation that they're in.

The Landlord Partnership Program is a Town-wide, voluntary program for landlords/property owners/property managers who own/manage one or more rental housing units in Chapel Hill.
The program began in May of 2013, with the following purposes:
- Develop open lines of communication between landlords/property owners/property managers and the Town of Chapel Hill
- Provide tenants and their families with a resource for finding rental properties
- Increase tenants' awareness about ordinances and regulations
- Increase landlords'/property owners’/property managers' compliance with Town ordinances and regulations

If I had to guess, those of you post these vitriolic (and mostly misspelled) messages also identify as conservative politically, which is completely laughable to me when you come on here and tell an individual how you think they're supposed to live AND you ask the government to make it so.
I challenge those of you who post here to post using your real names. Until that time, your myopic, mean-spirited, close-minded, ignorant comments hold no weight.
And if the City of Raleigh wants to really gauge the opinions of its citizens, create a site/forum where users must connect using their Facebook accounts. It's worked wonders for the N&O since they implemented it on their site for comments. Making people accountable for their words results in way fewer trolls and far less meanness.
